Seems like people are blaming the buyer but this is a problem made by the seller(s). The people involved (agents and chairmen) are notorious c**ts. Once a deal has been made orally, until everything is signed they are still pimping out the players. What actually happens is that AW/Arsenal and Lyon agree to say 10 million for the Lyon player. Lyon tell Arsenal say no problem we need a couple of days to sort out the paperwork, and immediately start telling other teams e.g. Liverpool that 11 million would get them the player, so Liverpool agree orally, so when the paperwork is drawn up for Arsneal, Lyon have put 12 million in it, telling Arsenal that they did in fact get an offer for 11 million from Liverpool but they anticipated that Arsenal would be willing to do the necessary. So now Arsenal/AW have a choice, do the right thing and walk away (and be blamed by Arsenal fans for arguing over 2 million) or pay an extra 2 million (be seen as a soft touch, and get blamed by Arsenal fans for overpaying).
Deals done on the last day are simpler in a way as there is no time to pimp the player around once you have an offer.
